The Kitui County Assembly has today approved the Supplementary Budget Estimates I for the 2024/2025 Financial Year amounting to Kshs. 14.7 billion, in accordance with Section 135 of the Public Finance Management Act, 2012, and Standing Orders No. 186 and 214. The approval marks an important milestone in the County’s fiscal adjustments for the current financial year.
While moving the motion on the floor of the House, the Chairperson of the Budget and Appropriations Committee, Hon. Zacchaeus Syengo (Voo/Kyamatu Ward), explained that the revised estimates reflect an upward adjustment of Kshs. 470.5 million from the original budget of Kshs. 14.27 billion. He attributed the revision to updated figures from the County Allocation of Revenue Act (CARA), 2025, and the County Governments Additional Allocations Act (CGAAA), 2025.
“Mr. Speaker Sir, this adjustment was primarily necessitated by changes in the County’s Equitable Share and Conditional Grants,” Hon. Syengo told the House. He lauded the Committee’s diligence and expressed confidence that the supplementary budget would enhance service delivery across key sectors.
Members of the County Assembly praised the Committee for its detailed scrutiny of the budget and urged the County Executive to ensure timely implementation of the approved allocations. They emphasized that effective utilization of funds would translate into tangible benefits for Kitui residents.
In a related move, the House also approved a motion for additional Assembly sittings under Standing Order No. 27(3)(b). The extra sessions will allow Members sufficient time to debate and process the Kitui County Supplementary Appropriation Bill, 2025 (County Assembly Bill No. 4 of 2025), which operationalizes the newly approved estimates.
