Kitui County’s 2027 senatorial race is gradually taking shape, with Dr. Stephen Mbaya Kimwele increasingly drawing attention as a potential front-runner based on his professional background and public service record.

Currently serving as County Executive Committee Member (CECM) for Agriculture and Livestock in Kitui, Dr. Mbaya has built his reputation around agricultural reforms and grassroots engagement. During his tenure, the department rolled out extension services that reconnected farmers with agronomists at the local level, while also promoting climate-smart agriculture to cushion communities against recurring drought.

He has also been associated with efforts to revive farmer cooperatives and SACCOs, initiatives aimed at improving market access and strengthening rural credit systems. County performance evaluations have, in the past, ranked the agriculture docket among the better-performing departments, adding to his administrative profile.

Beyond county work, Dr. Mbaya has been involved in national-level policy processes through the Council of Governors, where he participates in the Agriculture Caucus. He also chairs a sector working group focusing on policy, legislation, and standards, placing him within technical spaces that shape agricultural laws and frameworks.

Academically, Dr. Mbaya holds a PhD in Finance from the University of Nairobi, alongside an MBA from Egerton University and a Bachelor of Commerce degree from Catholic University of Eastern Africa. He is also a Certified Public Accountant, CPA(K), a qualification that aligns closely with the Senate’s oversight role on public finance.

Political analysts note that such a background could be significant in the Senate, whose mandate includes reviewing revenue allocation through instruments such as the Division of Revenue Bill and safeguarding county interests within national legislation.

At the grassroots level, Dr. Mbaya traces his roots to Thitha village in Mwingi Central, a background that continues to shape his public image as a leader with close ties to rural communities. Supporters describe him as accessible and responsive, qualities often cited as important for leaders expected to bridge the gap between county governments and national institutions.

With devolution remaining a central issue in Kenyan governance, candidates with direct county executive experience are expected to have an edge. Dr. Mbaya’s involvement in intergovernmental forums has exposed him to challenges affecting counties, including delayed disbursements and overlaps in functions between national and county governments.

While the race is still in its early stages and other candidates are yet to formally declare their bids, Dr. Mbaya’s profile places him among individuals to watch as Kitui voters begin to weigh their options ahead of 2027.

As political activity intensifies over the coming months, the focus is likely to remain on candidates’ ability to balance technical expertise, legislative understanding, and grassroots connection—qualities that will ultimately shape the county’s representation in the Senate.
