The County Assembly has commenced the vetting of nominees for appointment to various senior county positions in an exercise being conducted by the Select Committee on Appointments, chaired by the Speaker, Hon. Kevin Kinengo Katisya, at the Assembly Chambers.
Among the nominees vetted was Madam Agnes Kawila Mulewa, who appeared before the committee as the nominee for the position of County Secretary. Madam Mulewa currently serves as the Acting County Secretary of Kitui County and is also the Chief Officer in charge of Public Service Delivery and Administration.
Madam Mulewa holds a Bachelorโs degree and a postgraduate qualification in Education from Kenyatta University and has over 15 years of experience in civil service, public service, and administration. She previously served as a lecturer at South Eastern Kenya University before joining the County Government of Kitui.

During the vetting, Madam Mulewa declared a net worth of KSh 78 million and told the committee that her extensive experience in administration and leadership makes her well suited for the County Secretary position. She outlined her vision for the office, anchored on strengthening public service systems in the county.
If appointed substantively, Madam Mulewa said she would prioritise advancing career progression for all cadres of county staff, improving employee welfare and motivation, and enhancing communication systems to strengthen public participation and ensure citizensโ views are reflected in service delivery.
In her closing remarks, Madam Mulewa thanked the committee for the opportunity and pledged to execute her duties diligently if approved. She further assured members that she would support a smooth transition to the next county administration by ensuring continuity and stability in public service.

The committee also vetted Mr. Timothy Kyalo Muange, the nominee for the position of County Attorney. Mr. Muange is an Advocate of the High Court of Kenya with over ten years of experience in legal practice and is also a qualified company secretary.
Mr. Muange told the committee that he meets all the requirements for the position, citing his current role as County Solicitor, where he works closely with the Office of the County Attorney. He said this exposure has equipped him with practical experience in handling county legal matters and governance issues.
He pledged that, if approved, he would work closely with county departments and their respective Assembly committees to fast-track the approval and implementation of pending bills. He also committed to promoting dialogue and alternative dispute resolution mechanisms to reduce the number of legal cases facing the county.

The first nominee to appear before the committee was Mr. Christopher Okumu Ombunya, nominated for the position of Secretary to the County Public Service Board. Mr. Okumu, who is currently the Kakamega County Municipal Manager, declared a net worth of KSh 56 million and said he would uphold fairness, transparency, and strict adherence to the law in managing public service affairs if approved.
