Governor Malombe Opens County Budget and Economic Forum Working Retreat

Kitui Governor H.E. Dr. Julius Malombe, E.G.H., on Monday officially opened the County Budget and Economic Forum (CBEF) Working Retreat, themed “Transformative Leadership Through Knowledge-Based Management Approach.”

The high-level retreat brings together members of the CBEF — representing both state and non-state actors — facilitators from the Kenya School of Government, and key stakeholders to deliberate on strengthening devolution and promoting evidence-based decision-making in county governance.

Among the key issues under discussion are the role of CBEF in deepening devolution, transformative leadership for effective service delivery, the county planning and budgeting cycle, and the legal frameworks guiding public participation and stakeholder engagement.

Governor Malombe reaffirmed his administration’s commitment to open, participatory, and knowledge-driven governance, emphasizing that development priorities in Kitui must reflect the true needs and aspirations of the people.

He noted that the retreat aims to strengthen collaboration, accountability, and innovation in county governance, driving transformative and sustainable growth across all sectors.

The CBEF plays a central role in promoting evidence-based planning, public participation, and fiscal discipline, ensuring that county resources are used efficiently and equitably.
