Kitui County Converts Casual Workers to One-Year Contracts in Major Employment Reform

The Kitui County Public Service Board has officially issued appointment letters to temporary employees, marking a significant shift from short-term casual engagements to structured one-year renewable contracts. The move signals a new approach to public sector employment within the county.

Speaking during the issuance ceremony, Board Chairperson Dr. Florence Makindi congratulated the successful candidates, noting that the recruitment process was competitive and transparent. She emphasized the Board’s commitment to fairness and merit in public service hiring.

Dr. Makindi explained that the recruitment exercise was guided by the Kitui Temporary Employees Policy, a framework developed by the Board to streamline the management of temporary staff. The policy was informed by a comprehensive verification exercise conducted in December 2024.

According to the Board, the transition to contractual employment is aimed at enhancing efficiency and effectiveness in service delivery. By offering more stable terms, the county expects improved productivity across various departments.

The initiative is also expected to boost employee morale, particularly through timely payment of salaries and inclusion alongside other county staff in structured payroll systems. Workers who were previously on casual terms will now benefit from greater job security.

County officials say the reform aligns with broader efforts to professionalize the county workforce while ensuring accountability and consistency in service delivery. The Board reiterated that such measures are essential for sustainable development.
