Kitui County has once again earned national recognition as its CECM for Agriculture, Dr. Stephen Mbaya Kimwele, was re-elected as the Co-Chair of the Sector Working Group on Policy, Legislation and Standards (SWAG). His re-election under the nationwide CECM Agriculture Caucus underscores his dedication to strengthening agricultural policy and intergovernmental coordination across the country.
SWAG is a key national platform bringing together representatives from critical state departments—including Livestock Development, Irrigation, Cooperatives, Agriculture, Blue Economy and Fisheries—alongside the Council of Governors, the CECM Agriculture Caucus leadership, and five CECM representatives from counties. The group plays a crucial role in shaping Kenya’s agricultural policy landscape.
During the SWAG meeting held on Wednesday, 26th November 2025 in Naivasha, members deliberated on significant national documents set to guide the next phase of agricultural development. Among these were the National Agri-Food System Investment Plan (NASIP) for ASTGS Phase II (2025–2029) and the National Buffer Zone Policy for Conservation of Fragile Ecosystems, including the Nyayo Buffer Zone Conservation Bill, 2025.
These discussions come at a pivotal time, as Kenya transitions from the first National Agriculture Investment Plan (NAIP I) to a more ambitious and transformative agenda for the sector. The proposed policies and frameworks are expected to enhance food security, resource conservation, and sustainable agricultural production nationwide.
