Kitui Assembly Approves County Fiscal Strategy Paper for FY 2026/2027

The Kitui County Assembly has unanimously approved the County Fiscal Strategy Paper (CFSP) for the 2026/2027 financial year, setting the stage for the preparation of the county’s next budget.

The document was adopted on Wednesday after Members of the County Assembly debated the report presented by the Assembly’s Budget and Appropriations Committee.

While moving the motion, the committee chairperson Zaccheaus Syengo (Voo/Kyamatu) said the fiscal strategy paper was prepared in line with the economic outlook for the 2026/2027 financial year. He revealed that the county expects a total resource envelope of Kshs 13.79 billion to finance departmental expenditure ceilings.

According to the committee, improved efforts by the county government to strengthen local revenue collection informed the recommendation to revise the Own Source Revenue (OSR) projection upwards to Kshs 1.339 billion.

The County Fiscal Strategy Paper is a statutory document in the budget-making process as required under the Public Finance Management Act. It provides a framework for setting sector spending limits and guiding the preparation of annual budget estimates.

During the debate, several Members praised the Budget Committee for presenting what they termed a balanced and practical fiscal plan. Jeremiah Mutua (Nguni) urged the county executive to ensure the approved strategy is fully reflected in the upcoming budget.

“Mr. Speaker, we want to see the same reflection of this document in the budget that will be presented to this House, and we must hold implementers accountable if the approved budget is not implemented,” he said.

Speaker Kevin Kinengo Katisya commended Members for their commitment to scrutinizing the document, describing its approval as a key milestone in the county’s budget-making process.

He urged MCAs to remain diligent in their constitutional responsibilities of legislation, representation and oversight, emphasizing the importance of ensuring government policies and budget proposals serve the public interest.

The Speaker further called on the Assembly to strengthen its oversight role to ensure prudent use of public resources and effective implementation of county programs.

Later in the evening, the House also approved a procedural motion to adjourn its sittings to allow Members to conduct public participation on the Kitui County Health Facilities Improvement Bill, 2026.

The motion was moved by Majority Leader Harrison Maluki (Migwani).

The Assembly is expected to resume its sittings on March 24, 2026, after the public engagement exercise.
