Christopher Nzilu Nzioka has tabled a Public Participation Bill in the Kitui County Assembly aimed at establishing clear guidelines on how public participation should be conducted within the county.
The proposed legislation seeks to strengthen the involvement of residents in decision-making processes, ensuring that county policies, development plans, and legislation are subjected to meaningful consultation with the public before implementation.
Public participation is a key constitutional requirement in Kenya, where government institutions at both national and county levels are required to engage citizens before adopting policies or passing laws. The bill sponsored by Nzilu is expected to provide a structured framework on how such consultations should be organized, documented, and implemented in Kitui County.
If passed, the law will guide county departments and institutions on how to involve wananchi in governance matters, promoting transparency, accountability, and inclusive development.

Hon. Nzilu, who serves as Deputy Speaker of the county assembly, is also emerging as a key political figure ahead of the 2027 General Election. The Wiper Party leader is widely expected to contest for the Kitui Central parliamentary seat, currently held by Makali Mulu.
Dr. Mulu, who is serving his third term as Member of Parliament, has declared interest in the Kitui gubernatorial race in 2027, potentially setting the stage for a competitive political transition in Kitui Central.
The Public Participation Bill is expected to undergo debate and committee review before being presented to the full assembly for consideration.
