“Though Speaker Is My Friend, His Leadership Is Troubling,” MCA Ndingo Says

Yatta Kwa Vonza MCA Hon. Mark Ndingo has said the work of speaker is to listen to what the members are saying in the chamber and not directing what members should be speak in the floor of the house.

Speaker Hon. Kevin Kinengo Katisya has been running the assembly with “vengeful and dictatorial tendencies.” Speaking to local media, Ndingo noted that while he considers Speaker Kinengo a personal friend, they often differ sharply because of the speaker’s leadership style.

“Though the speaker is my friend, sometimes we differ because of the way he leads the assembly,” Ndingo said, emphasizing that personal relationships cannot overshadow matters of law, fairness, and procedure.

Ndingo argued that the current leadership of the assembly no longer reflects what the members intended when they entrusted Kinengo with the speakership. He accused the speaker of abandoning impartiality and making unilateral decisions that disregard the law, despite being a trained lawyer who should lead by example.

The MCA pointed to the ongoing dispute involving the recognition of new Wiper Party leadership in the assembly. Ndingo revealed that the party issued formal instructions to reorganize its leadership, but Speaker Kinengo declined to announce the changes, citing what the MCA described as “unconvincing technicalities.”

According to Ndingo, the speaker’s refusal to implement the party’s directives is a calculated move to retain leaders who are loyal to him. He said this defiance has caused frustration among Wiper MCAs and threatens to destabilize the assembly’s operations.

He also accused the speaker of selectively applying assembly rules to favor his political allies while sidelining those who question his decisions. Ndingo expressed concern that this pattern has created fear and tension among members.

“This is not the leadership we envisioned. The assembly is slowly becoming ungovernable because the speaker wants to control everything and punish anyone who disagrees with him,” he added.
