Now let’s ask ourselves why a committee would sit in Nairobi for half a month analyzing a supplementary budget and end up sending it back to the Executive! Secondly, where is the Finance Bill despite a committee staying in
Mombasa for one month looking at what Executive submitted? Kitui people must wake up now.
What assembly MUST know is that there will be NO room for witch-hunt and harassment in Kitui.We will arise against them once these complains are proven next week.
Our Constitution is protective on matters of fair actions in Article 47 and the Bill of Rights. For crying out loud, the CECMs are human beings like all of us. They should be fair to them.
Similarly and in a clear violation of the PFM Act and particularly Sections 131 (2), the Assembly hardly picks the views of the CECM Treasury on finance matters despite the *express provision in the Act
Oversight is not aimed at harassing the CECMs and some factions in the County Assembly must be schooled on the rationale behind the frames of the Assembly as an oversight arm of the County Government.
How do you, for example, shoot down a supplementary budget saying the Executive has not accounted for previous allocations yet the Assembly has structures for checking on accountability and budget implementation?
Who can’t see that the two issues, though important, have different ways of handling?Why not take thieves to EACC or have them summoned by the relevant committee???The MCAs should CAREFULLY do their work professionally,We MUST NOT draw party politics in development matters.
