Let’s now have a moment of truth! Recently, our county has seen so much in the name of OVERSIGHT.
The role of the assembly in oversighting the executive is critical, but must be done but for it to have good meaning, that power must be properly exercised, done diligently and in a structured way, devoid of lynch mobbing as is currently being witnessed.
It must not be employed intimidatively, for political gain or with underhand threats for personal gains, Surprisingly Kitui County Assembly has on copious occasions invited CECMs to shed light on some matters at unreasonably short notices so that even if such a CECM had private jet, getting to the venue of such meetings would be impossible.
The CECM Treasury, now facing an impeachment motion, was for instance invited to appear before a committee of the assembly to discuss the Supplementary Budget on 28th May 2018 at Nairobi through a letter dated the 27th May 2018 but served one hour before the scheduled time of the meeting.
Even if she just sits to await invites from the assembly sincerely speaking, even a breakneck speed would not get her to the venue.
What makes it serious is that this is not an exception but the routine.She was equally invited to appear before the same committee on the 16th May 2018 at Mombasa via a letter dated the 15th May 2018 recieved same day of meeting barely three hours before the meeting.
How could one be expected to leave Kitui to be in Mombasa at 10 o’clock in response to a letter received in the morning the same day? revealed a close confidant to the CECM.
This unfortunately has been the trend with the CECMs saying that it’s been a crazy and stressful environment being engaged in a very haphazard and demeaning way.
Most have however been complying with the summons for fear of impeachment which they have been threatened with many times.I think it’s good we STOP any ULTERIOR MOTIVES.
