GOVERNOR NGILU MEMORANDUM TO KITUI COUNTY ASSEMBLY

Governor Charity Ngilu has referred the Kitui County Appropriation Bill 2020 with recommendations for the County Assembly to consider. The Governor is guided by the Public Finance Management Act (PFMA) of 2012 as read together with the County Government Act of 2012.

Key recommendations include:

Return of money to finalize KICOTEC Mutomo and Mwingi which the County Assembly had removed.

Return of money for Ndengu processing plant to supprt the Ndengu farmers;

Return of Empowerment Fund to support women and youth businesses;

Return of money to support hiring of machinery to fast track road construction and improvements;

These are investments that will see Kitui County employ more young people, create wealth for residents and increase revenue for the County Government to support social programs in Water, Healthcare and Education.

The budget stalemate, occassioned by the illegalities committed by the County Assembly has hurt the residents of Kitui and workers of the County Government unjustifiably.

It is now on the Speaker to provide leadership by ensuring the Memorandum is debated and dispensed with quickly to alleviate the pain and suffering for Kitui residents and Kitui County Government staff.
