Kitui Sevens Rugby, 2018 Finance Expenditure to be Probed.

The temporary Speaker Hon. David Thuvi today during the afternoon sitting ruled that the Report received from the County Ministry of Tourism, Sports and Culture on 14th August, 2018 be forwarded to the Assembly Committee on Public Accounts for further scrutiny.

This followed an extended debate which ended today on response to a statement request which had been made by Hon peter Kilonzo (Majority Leader Party) on the Kitui Rugby Sevens, 2018. The expenditure of approximately 29M on the event which took place on 1st and 2nd June, 2018 sparked mixed and strong reactions from the Mcas.

Members unanimously agreed that the budget put in the event was luxurious and the accounting given thereafter in the report to the House erroneous and questionable. However some members supported the event emphasising that it placed Kitui County in the National limelight as well as supported Youth Empowerment. Hon. Alex Nganga (Mca Miambani Ward) said “…I ask the honourable members to look at the bigger picture, there was nothing wrong with exposing our young ones to this sport as it is a global sport. The objective was met.”

“…It was a worthy expenditure as it came from the Ministry of Tourism, Sports and Culture docket and the event is relevant to the ministry…” Hon. Ruth Kyene (Mca Nzambani Ward).

The Speaker made his ruling going by the fact that the matter in question was not so much whether the even met its purpose but rather on the prudency and accountability of the expenditure on the event as presented in the report.
