Kitui County Assembly Speaker hon George Mutua Ndotto has been accused of acting in a manner to aid Wiper MCAs Proceeding with an impeachment motion against Kitui County Government CEC for Finance Ms Mary Nguli.
Even after he had been alerted by Deputy Minority leader hon Alex Nganga that discussion on the motion was in contravention of standing order no. 36 of the County Assembly.
The Motion was not properly before the house according to Deputy minority leader Hon. Nganga who had risen on a point of order and caused a stir and confusion in the Assembly when he sought direction from the Speaker why the Assembly was discussing business which had not been approved as per the standing order no. 36 of the Assembly which sates
“The clerk shall prepare and publish on the county website weekly programes showing the business of the county assembly and the schedule of sitting of the various committees and shall circulate such programmes to members , county department and the media not later than Friday of the week preceeding to a such business.
The Miambani Ward MCA argued that as required the Assembly did not approve any business last week to be undertaken this week hence the motion was not properly in the house. Ndotto refused to give an immediate ruling on the matter which provoked Narc MCAs to stage a walkout
More drama followed when Ndotto cautioned Hon. Nganga against acting with impunity only for the Narc MCA to respond that it was the Speaker who had become Lord of impunity as he joined his colleagues to leave the Chamber
