I express my gratitude to Makueni Governor Kivutha Kibwana for emerging the best County in regulation of debts owed to contractors and suppliers.
According to the auditor general Makueni cleared 93% of legible pending bills within the stipulated time frame. However I warn Makueni County Government on expenditure for underspending as per the Controller of Budget ranking that named Makueni the poorest spender of public revenue. The report released early this year indicates that Kibwana’s administration had spend more than half of the budgetary allocation on recurrent expenditures and zero on development as at the third quarter of the 2018/19 financial year.
I further call upon our bicameral Parliament to review our Public Procurement law and enact legislation barring government entities from advertising tenders of projects whose money is not anchored in their budget allocations.This is the only approach that can mitigate the accumulation of debts and boost the war on graft in Counties.
Wasa,you must seal the legal loopholes that your government officials masquerading as entrepreneurs sneak in opportunistic bills triggering a supplementary budget that fraudulently ushers their skewed tenders hence illegible bills in the quagmire.
