In the midst of a brewing controversy surrounding the passage of the Kitui county budget, Kanziku MCA Hon Chalo Kimuli has chosen to break his silence and address the issue. He clarifies that the main budget for the 2023/2024 financial year was passed in June, followed by the first supplementary budget in September. The appropriation bill was finally passed this month. He also highlights the role of the governor in proposing adjustments through a memorandum, as per standing order 134(2)b.
Of significant importance is the strict timeline for addressing the governor’s memorandum, which has a 28-day limit. Kimuli makes it clear that if the memorandum is not acted upon within this timeframe, the responsibility falls on the MCAs.
