On Tuesday 28th Feb 2023 – Kitui Governor Dr. Julius Malombe, EGH received the awaited report from the Human Resource Audit and Staff Rationalization committee.
The Meeting was attended by Kitui County Assembly Speaker Hon. Kinengo Katisya, several Members of the County Assembly, Civil Society, Youth, Businessmen, and the clergy among others.
The Committee report was presented to the Governor by Its chairperson Dr. Florence Muinde (OGW) in the presence of its committee Members
Dr. Florence Muinde (OGW) took the participants through their findings and the structural way forward on how to actualize high level proposed structures.
“The proposed structure comprises the 10 ministries each led by a County Executive Committee Member.”
The Chairperson of County Human Resource Audit and Staff Rationalization committee expressed concerns over the overlapping mandate of county departments and suggested the way forward to ease the flow of services delivery.
“The committee recommends that the county government initiates measures to recover any irregular payments made to staff.
“The CPSB recruited 592 employees without evidence of accompanying requests and affirmation of the availability of funds for Personnel Emoluments (PE) from the relevant Chief Officers” the committee revealed.
Over 34 officers across different cadres were appointed into positions without meeting the minimum requirements as per the career progression guidelines and the advertisement that declared the vacancies”.
The committee also recommends that remedial action be taken against employees who through their acts of commission or omission led to grim malpractices in the management of the county payroll”.

- Sustainable social economic development and improved livelihoods, Dr Florence Muinde added.
“Before the audit, the number provided to us for Kitui County employees was 8,114 employees,out of these, 4019 officers paid by the IPPD (Integrated Payroll and data management system) forming 49.5 %, 69 paid manually comprising 0.9%, and 1625 casuals (20% of the Total number of employees)”.
“The Auditor General’s reports for the financial years ending June 2021 and June 2022 indicated that Kitui County Government spent 43% and 55.8% respectively of the total receipts for the two years on compensation of employees”. she added.

According to the committee reports, over (935 ghost workers) were reported.
“The arbitrary engagement of casuals and wage payments by departments without approval from the county public service board should cease forthwith.” Dr Florence noted.
“Out of the 8114 number of employees presented to us before the staff audit, only 7, 526 were counted. There was a VARIANCE of 935 employees.”thats are called Ghost workers” Dr. Florence Muinde revealed.
