For the Devolution to succeed and framers of constitution to see what they intended in devolution, the Country must support the establishment of Ward Development fund for equalization purposes.
These funds should be administered by Executive arm of government just like NGCDF, the TCD reports.
Devolution is a system of governance that allows for the decentralization of power and the transfer of certain political, administrative, and fiscal responsibilities from the central government to the local or regional authorities.Forr this process to be successful and beneficial to the citizens, it is crucial to establish a Ward Development Fund.
This fund would provide the necessary financial resources to support local development initiatives, enhance service delivery, and empower communities at the grassroots level.
Firstly, a Ward Development Fund would enable communities to prioritize and address their specific needs and challenges effectively. As the citizens are closest to the issues affecting their neighborhoods, they are better positioned to identify the most pressing issues that require attention.
With the availability of a dedicated fund, the County Government can collaborate with community members to identify and implement development projects that directly respond to their specific needs at village level .
This will further empower the citizens, encourages active participation, and fosters a sense of ownership in the development process, like the Idea of the CLIDP projects by Governor Malombe.

It’s will shift the focus from the Office Governor led Executive to more a robust administrative approach in order to enhance devolution and minimize the impeachment threats .
