As we prepare to bid farewell to the year 2018 and usher in 2019, i wish to take this early opportunity to wish each and EVERY Kitui County Assembly member a very rewarding year 2019 and the years ahead;
I pretty well know that the pressure you have from your electorate for all manner of financial support (Funerals, Weddings, Ndwae Ngoone Mwaitu, Harambees, and NOW the festive season) is unprecedented;
And NOW the schools are opening in the next few days and more demands are on the way (unless of course the teachers strike comes to your “rescue”, albeit temporary;
But, as you step back and reflect on all these issues, i would also want you to add into your “thoughts basket” one more agenda. The shooting down of the *supplementary budget* and the totally misguided, misplaced and ill advised purported *impeachment* of Mary Nguli, the CECM for Finance.
FIRSTLY, let it be known to all and sundry that an impeachment motion is not only a fairly technical issue, but it’s a race against time!
Sample this: from the date the *5 member committee* was appointed by the County Assembly, it had a VERY specific timeline of ten (10) days to produce and table a report before the whole County Assembly. NOW, that time has lapsed and as per procedure, no other impeachment motion can be brought against Mary Nguli, until after *6 months* are over and such motion must be on totally different grounds not covered in the earlier motion! a fact of law if you didn’t know.
SECONDLY, after sensing that her constitutional rights were about to be infringed upon, Mary Nguli honorably went to the *High Court* and obtained *conservatory orders* against the entire impeachment process.
With this, the County Assembly has no choice but to maintain/respect the status quo. Worse still, the matter CANNOT be debated in the County Assembly until it is heard and determined in court;
THIRD, listening to the majority of the County Assembly Members, in their private capacity, it is increasingly coming out as clear as day light that this war is being directed from elsewhere in a remote control manner. She is simply an innocent victim.
Further, it is my hope that the majority of MCAs are enlightened enough to know the damage the negative publicity of the purported impeachment of Mary Nguli (ostensibly “an outsider”) is giving to Kitui sons and daughters working in senior positions in other Counties (especially in *Mombasa, Makueni , Tharaka Nithi, Laikipia,* to name but just a few). Those that have accessed the motion will testify that it is indeed stinking that enlightened group of MCAs could stoop that low! It’s no wonder the reason they have have denied her the Hansard report, but no worry, the court will deal with them in due course;
FOURTH, as we all welcome the year of our Lord, 2019, i would wish to URGE each and everyone of you, to *build bridges* like President Uhuru Kenyatta and Raila Odinga have clearly shown.
Because every single minute that both the Assembly and the Executive waste perusing negative energy will only be to the detriment of our great county of Kitui.
FOOD FOR TOUGHT: STOP this militancy, in the medium and long term, it’s going to hurt you very, very badly… and especially in the court of public opinion.
