DEVOLUTION CS EUGENE WAMALWA describes Makueni Governor Prof. Kivutha Kibwana as his constitutional law professor who taught him, saying that if it were not for him he couldn’t be a Cabinet Secretary today.
He too praised Kitui Governor Charity Kaluki Ngilu for being the pioneer of health cover in the whole country when she was the Health Minister. As a result of Ngilu’s vision, Healthcare is leading in President Uhuru’s Big 4 Agendas -he added.
The CS spoke to hundreds of residents from Kikumbulyu and Athi Wards in Makueni and Kitui counties respectively who were rendered homeless by March-May 2018 floods that hit different parts in the country.
