On Tuesday 1st, December 2020-The Assembly has approved a Motion of County Importance brought under urgent notice (Standing Order No. 3(1) by Hon. Philip Nguli (Migwani Ward).
The motion which was seconded by Hon. Geoffrey Mwalimu (Ikutha MCA) received overwhelming support from majority of the MCA’s in a plenary session chaired by Temporary Speaker, the Hon. Mary Ndumbu (Nominated, Wiper).
The motion mover, Hon. Nguli was concerned about the recent tender advertisement by the County Ministry of Lands, Infrastructure, Housing and Urban Development whose submission deadline was Friday, 27th November, 2020.
“Stating that there had been a public outcry on the extreme marginalization of some Wards in favor of a few selected Wards resulting into systematic unfairness and insincere distribution of the Kenya Roads Board projects contrary to the objects of devolution in Art. 174(g) of the Constitution”.
Determined to solve the public outcry and end the impunity in the conduct of public affairs hence ensuring prudent and equitable sharing of public funds, the Assembly resolved that;

Immediate cancellation of the tender advertisement.

Proper identification of the roads to be done involving stakeholders within the Sub Counties and Wards.

The roads should be cutting across the Wards to benefit all forty (40) Wards in the county.

The public resources shouldn’t be used for political expediency at the expense of providing services to the residents of Kitui County.

The Ministry of Lands, Infrastructure, Housing and Urban Development should involve the Assembly in performing projects under conditional grants whose specification are not properly outlined.

The Committee on Lands, Infrastructure and Urban Development to inquire comprehensively into the matter and report to the Assembly within 14 days of adoption of the motion.
