Governor Malombe Highlights Why CBEF Is Key to County Economic Growth
Kitui Governor Dr. Julius Malombe, EGH, has emphasized that the County Budget and Economic Forum (CBEF) is a cornerstone of sustainable and inclusive economic growth, saying it ensures that every development decision is guided by data, transparency, and public participation.
Speaking during the ongoing CBEF retreat at Flamingo Beach Resort in Mombasa, Dr. Malombe said the forum provides a structured space where government officials, private sector representatives, and citizens engage meaningfully on county fiscal and development priorities.
“The CBEF is not just a legal requirement — it is the heart of accountable governance,” Dr. Malombe stated. “It allows us to plan with facts, consult widely, and make decisions that truly reflect the needs and aspirations of our people.”
The Governor explained that through the CBEF, Kitui County has been able to prioritize high-impact projects, such as the KSh 840 million Kangukangu Water Project in Mutomo and the ongoing County Aggregation and Industrial Park (CAIP) at Kanyonyoo. These, he said, are transforming lives and strengthening the local economy.
He noted that the forum’s consultative nature enhances transparency, fiscal discipline, and collaboration between the county government, non-state actors, and development partners — key ingredients for economic transformation.

“Through CBEF, we ensure that every shilling spent delivers value and contributes to our long-term vision of a prosperous, self-reliant, and resilient Kitui,” the Governor added.
Dr. Malombe reaffirmed his administration’s commitment to evidence-based planning and citizen-driven development, saying CBEF will continue to guide Kitui’s economic strategy.
“The future of our county depends on how well we listen, plan, and act together,” he concluded. “CBEF gives us that bridge — between leadership and the people — to build lasting prosperity.”
