CS Duale Unveils Landmark Health Reports to Boost Universal Health Coverage in Kenya

Health Cabinet Secretary Hon. Aden Duale has presided over the unveiling of three landmark reports that are set to transform Kenya’s health sector and accelerate the realization of Universal Health Coverage (UHC). The reports — Quality of Care and Human Resources for Health Assessment Report, Service Availability and Readiness Assessment (SARA), and Reproductive, Maternal, Newborn, Child and Adolescent Health and Nutrition (RMNCAH+N) Investment Case — provide critical data to inform policy, guide investments, and improve service delivery across the country.

Speaking during the launch themed “Unveiling Key Findings and Recommendations to Strengthen Healthcare Delivery and Quality of Care in Kenya,” CS Duale emphasized that access to quality healthcare is a constitutional right under Article 43. He reaffirmed the government’s unwavering commitment to building equitable, efficient, and people-centered health systems in line with the Bottom-Up Economic Transformation Agenda (BETA).

Duale highlighted key findings from the reports, among them the urgent need to address the imbalance between technical and non-technical health workers to strengthen service delivery at all levels. He expressed deep concern over the rising cases of maternal deaths and pledged to prioritize maternal health through a comprehensive, life-course approach. To enhance accountability and outcomes, the CS announced plans for a new digital maternity dashboard that will enable real-time monitoring and improve the quality of maternal care nationwide.

The CS noted that the reports align with the Kenya Health Sector Strategic Plan (KHSSP 2023–2027) and the Primary Healthcare Strategic Framework (2021–2030), both of which underscore quality as the backbone of a sustainable and resilient health system. He added that evidence-based planning remains central to ensuring that every Kenyan, regardless of location or income, enjoys accessible and reliable health services.

The event brought together key players in the health sector, including Principal Secretaries Dr. Ouma Oluga (Medical Services) and Ms. Mary Muthoni (Public Health and Professional Standards), Director-General for Health Dr. Patrick Amoth, KEMSA CEO Dr. Waqo Ejersa, and representatives from partner organizations such as UNICEF, WHO, World Bank, UNFPA, Global Fund, and the Bill & Melinda Gates Foundation. Duale lauded their collaboration and called for continued partnership under Sustainable Development Goal 17 (SDG 17) — Partnerships for the Goals — to strengthen Kenya’s healthcare systems and improve the quality of life for all citizens.
