CA Kenya Rolls Out Sh278 Million Voice and Internet Connectivity Projects in Kitui County

The Communications Authority of Kenya (CA) has launched a major connectivity drive in Kitui County, unveiling Phase Four of the Voice Infrastructure and Services Project and the Digital Superhighway Phase 1 (DSHP1) Last Mile Sites Program. The twin initiatives, valued at over Sh278 million, are designed to expand mobile network and internet access across the county’s remote regions, transforming communication and digital service delivery.

The Voice Infrastructure Project Phase Four targets 54 sub-locations across Kitui County and is projected to serve more than 50,000 residents currently without reliable telecommunications coverage. According to Eng. Thomas Luti from the Universal Service Fund Department, CA has signed two-year contracts with various mobile service providers to execute the project. The Authority is subsidizing the cost of erecting masts to support telecom operators in expanding their network reach to underserved areas.

Previous phases of the project have already connected areas such as Malalani, Makuka, Malawa, Kimela, Kaatene, Muthungue, and Ndakani, while ongoing works continue in Thonoa and Kitovoto. The expansion is expected to improve communication, strengthen emergency response, and open new opportunities for business, education, and digital inclusion. Phase Four will now reach additional locations including Nzaaya, Kyamatu, Kavingo, Syou, Kibwea, Ngiluni, Kyandani, Kaningo, and Katia, among others.

In a complementary effort, the CA is also implementing the Digital Superhighway Phase 1 (DSHP1) Last Mile Sites Program across 47 locations in Kitui County. The project seeks to provide free public Wi-Fi and high-speed broadband to key government offices, schools, hospitals, and administrative centers. Among the targeted sites are the Ministry of Roads and Transport, Civil Registration Service, Kenya Meteorological Department, Kitui KMTC, Katulani Sub-County Hospital, and several health and education institutions across the county.

The Digital Superhighway initiative, a flagship component of the Kenya Kwanza government’s Digital Superhighway and Creative Economy Pillar, aims to enhance public service delivery, promote e-governance, and empower local communities with digital access. Local leaders have lauded the rollout as a transformative milestone in Kitui’s journey toward full digital inclusion and economic growth.
